Telescopic or multi-piece?
Telescopic rods win on convenience - one motion and you are fishing, which matters more than any spec sheet when the alternative is leaving the rod at home. Multi-piece rods carry their action better through the blank and feel a little more direct when a fish takes. For a first kit, buy the one you will carry. For most people that is the telescopic; for the purist-in-training, the six-piece.
What else do you actually need?
Less than the tackle wall suggests. No rod licence is needed for sea fishing from the shore in England and Wales - that requirement is for freshwater. Check local bylaws for the odd protected spot, and mind minimum landing sizes if you keep a fish for the table.
What will I catch first?
From a harbour or beach: mackerel in season, wrasse and pollack around structure, flatfish off sand, and the occasional surprise - which is rather the point.
Is cheap tackle a false economy?
Very cheap, unmatched tackle usually is - reels that grind and rods that snap at the joint.
